To move towards an adapted and resilient territorial model, it is necessary to integrate climate change adaptation and mitigation with mature public policies such as territorial planning and urban planning, due to their clear vocation to articulate in each territory the coordinated deployment of other sectoral policies and the action of private agents.
In this context, this report (Deliverable 05 of the LIFE-IP NAdapta-CC project, Action 6.2.) suggests an analytical framework for the consideration of climate change and its optimal and effective integration, in the instruments of territorial planning and urban planning of Navarra, from a multiscale and adaptation perspective, and based on the most recent scientific knowledge on climate change, generated and available for Navarre.

Useful web tool for all those institutions and organizations, public or private, that are involved in the development of rehabilitation projects, since it offers an objective vision of the needs of the residential park of Navarra. It will make it possible to detect vulnerable areas, prioritize areas to intervene, determine with which management model (public, private, public-private) and, where appropriate, the public aid scheme to be used.

La acción C6.6 contribuye a mejorar la gestión adaptativa de las carreteras de Navarra, mediante la realización de un análisis del impacto del Cambio Climático y análisis de vulnerabilidad en los activos estudiados, seguido de la definición de unas medidas de adaptación específicas y, culmina con la definición de un Plan de Acción para el periodo 2024-2035, en el que secuencian dichas actividades a la vez que se les asigna una persona responsable de implementación.
Como punto de partida, por un lado, se trabaja con los mapas climáticos del proyecto LIFE-IP NAdapta-CC correspondientes a dos periodos pasados (1961-1990 y 1991-2019) y dos periodos futuros (2021-2050 y 2051-2080); y, por otra parte, se emplean los archivos georreferenciados del portal IDENA (Infraestructuras de Datos Espaciales de Navarra) referentes a los diversos activos de la carretera para pasar a identificar qué activos podrían verse afectados y de qué forma por las diferentes variables climáticas. El estudio considera seis activos de carretera: pavimentos, puentes, obras de drenaje, obras de tierra, bocas de túnel y obras de arte.
Empleando como marco metodológico lo marcado por la PIARC (Asociación Mundial de la Carretera) y la FHWA (Administración Estadounidense de la Carretera), se establecen una serie de indicadores que contribuyen a determinar la probabilidad de fallo de los diferentes activos de la infraestructura de carreteras de Navarra. Se trabaja desde un enfoque fenomenológico, partiendo de unos procesos de deterioro a los que se les liga unas variables climáticas que los desencadenan.
De esta forma, el estudio de la evolución combinada de estas variables climáticas en el tiempo permite establecer cómo van a variar las acciones de mantenimiento requeridas e identificar medidas de adaptación para garantizar la explotación. Los seis activos que se han analizado son: pavimentos, puentes, obras de drenaje, obras de tierra, bocas de túnel y obras de arte.
Todo ello, se analiza e incorpora en el entregable DC6.6.2_3 Plan de intervención en las infraestructuras.
