Local Environment

The goal is that most of the Local Entities of Navarra adopt a climate and energy policy aligned with the region and European Union´s commitments.

The Government of Navarra invites Local Entities to commit to climate and energy through their own planning, following the European initiative  “Covenant of Mayors for Climate and Energy”´s methodology.

It is an European initiative through which local governments take a co-responsibility with greenhouse gases´ reduction objectives and adopt a common approach for Climate Change, as well as energy poverty, mitigation and adaptation.


Pactos de alcaldias

Municipal commitment to climate and energy consist, in the first place, of reducing municipality´s greenhouse gas emissions at least a 40% by 2030 through energy efficiency improvement and increase in the use of renewable energy sources. In the second place, it involves increasing municipalities’ resilience through adaptation to Climate Change effects.

With the aim of translating those commitments to facts, the local entity commits to elaborate a reference GHG inventory, as well as to an evaluation of Climate Change-derived risks and vulnerabilities. Following this, an Action Plan for Climate and Sustainable Energy must be submitted within a 2-year period from the commitment date. Finally, a situation report will be elaborated every 2 years at least, for evaluation, monitoring and control purposes.

The Government of Navarra offers its support to committed local entities. This support materialises in methodology and technical support within a working group with municipal decision makers with the help of LURSAREA- Navarra´s Territory and Sustainability Agency, and Red NELS with the aim of sharing good practices, knowledge and resources concerning climate and energy initiatives.
