Local Environment

The goal is that the majority of Local Bodies in Navarre develops a climate and energy policy that is jointly responsible with the commitments of the Autonomous Community of Navarre and the European Union.

The Government of Navarre invites local entities to commit themselves to climate and sustainable energy strategies through their own planning, following the methodology of the European initiative   “Covenant of Mayors for Climate and Energy”

This is a European initiative whereby local governments take co-responsibility for greenhouse gas reduction targets and adopt a common approach to climate change mitigation and adaptation, as well as energy poverty.


Covenant of Mayors

The municipal climate and energy commitment to climate and energy is, firstly, to reduce greenhouse gas emissions in the municipality by at least 40% by 2030, in particular through improved energy efficiency and increased use of renewable energy sources. Secondly, to increase its resilience by adapting to the effects of Climate Change.

In order to translate these commitments into action, the local authority commits to develop a baseline GHG emissions inventory as well as an assessment of risks and vulnerabilities arising from Climate Change. It must then submit a Sustainable Energy and Climate Action Plan within two years from the date of the decision. Finally, it will prepare a progress report at least every two years, for evaluation, monitoring and control purposes.

The Government of Navarra offers its support to local entities committed to climate and energy. This support takes the form of methodology and technical support within a working group of municipal leaders that will be assisted by Lursarea - Navarre Agency for Territory and Sustainability and the NELS Network, with the aim of sharing good practices, knowledge and resources in terms of climate and energy initiatives.

Results


So far, 158 town councils in Navarre have agreed in municipal plenary their commitment to climate and energy, based on the methodology of the Covenant of Mayors. These municipalities have a total of 520,457 inhabitants and represent 80.4% of the total population of Navarre.
