Presented municipal emissions inventories for the reference year within the framework of the Covenant of Mayors for Climate and Energy.

This morning, a session has been held to present the greenhouse gas emissions (GGE) inventories for the reference year (2005) of Navarrese councils. It is a requirement of the Covenat of Mayors for Climate and Energy´s methodology, and it will the baseline to calculate the GGE reduction of, at least, a 40% by 2030 to which the 159 councils adhered to this iniative have committed to.

The session was held telematically and more than 100 politicians and techicians from Local Entities, Groups of Local Action, Development Agencies, Municipalities and Councils Federation, and the Goverment of Navarra, took part in it.

David Pon, Director of Inergy which has been the technical assistance responsible of the elaboration and calculation of emissions inventories, presented the inventories results and the methodology used. Four sectors are included in the inventories: municipal sector (buildings, premises, lighting and vehicles fleet), residential, transport and waste.

On his part, Miguel Morcillo, in charge of the Covenant of Mayors office for Spain, presented the Covenant´s situation and foreseen perspectives at an European and worldwide level with their relation to the new climate objetives of the European Union.

Victor Aierdi, head of Lursarea-Navarra Territorial an Sustainability Agency, framed the Navarra model of climate and energy local planning alligned with KLINa, the Climate Change Roadmap of Navarra, and is also an action within the European project LIFE-IP NAdapta-CC “Towards a coherent, integrated and inclusive adaptation climate change adaptation policy in a region: Navarra”. Nahia Villanueva, Lursarea technician in charge of the Covenant of Mayor dynamization, summarized the works developed so far and the next steps to be followed.

The local entities signing the Covenant commit to present an Action Plan for the Climate and Sustainable Energy with key actions to be undertaken. This plan includes a reference Emissions Inventory (2005) and a climate risks and vulnerabilities evaluation, works that have already been done during this last year. The goal is that most of the local entities in Navarra adopt a climate and energy policy co-responsible with the commitments of the region and the European Union.
